KBPW Announces Residential Sanitation Services
Beginning November 3, 2025
In the summer of 2023, the Kennett City Council tasked the Board of Public Works with investigating the possibility of providing residential sanitation services for the citizens. On October 12, 2023, the Kennett Board of Public Works voted in favor of adding residential sanitation to the list of utility services provided to our customers. The City Council then provided the legal notices to providers that the City would begin providing residential sanitation services in November of 2025. Through this action we will provide a dependable, timely service for our customers and create a cleaner Kennett.
During the planning and preparation to begin sanitation service, the need for a local transfer station was discovered. Having a local transfer station will help keep trucks on route and on time and will also provide our region with a more convenient location to dispose of their waste.
Beginning on November 3, 2025, the Kennett Board of Public Works will begin residential sanitation services for all residents of the City of Kennett. The following are facts about our service. More information can be found at kbpw.net/sanitation.
Rollout Carts:
• All residents will receive a 96-gallon rollout cart.
• Carts are to remain at the location where they were originally delivered. Carts do not follow customers to new residences; they remain at their original location as they are tracked by location and not the customer.
• Only KBPW carts will be picked up. This is due to potential liability issues for KBPW if damage occurs to carts owned by others and the serial codes on each cart will be used for service verification (more information below).
o Rollout carts currently owned by customers may be used or disposed of as the customer sees fit. The transfer station will accept unwanted carts for a fee.
o Rollout carts currently owned by other providers will be handled at the provider’s discretion. You may contact your current provider for instructions.
• $18.95 will be added to utility bills each month for the service. Charges will begin with utility bills that are due on December 14, 2025.
• Extra rollout carts are available for an additional $10 per month per cart. Requests for additional carts can be made online or in the office.
• Assistance with cart rollout is available. See details below in the Pickup Procedures section.
• Normal wear and tear damage to carts is anticipated. Carts will be replaced by KBPW for this reason. Should damage occur above and beyond this, due to reasons not caused by KBPW, the customer is responsible for the fee to replace the cart, $65 (cost may fluctuate based on purchase cost to KBPW).
• Regular cleaning of the cart to prevent odor and pest problems is recommended.
• Carts will have serial codes on them to track the location (to help prevent theft) and for service verification (the time we picked up the cart). It will not track the time the cart is placed at or removed from the curb.
Sanitation Route Trucks:
• KBPW has two automated side load (ASL) trucks. These were chosen for the safety of the employees and efficiency they provide for route pickups.
• The ASL trucks require width and vertical clearance to operate that the alleyways of the City of Kennett do not provide. Therefore, no alleyway pickup will be provided. This is a safety concern as many alleyways have overhead electrical lines that the truck could encounter.
• Route trucks will be equipped with cameras to provide service verification. The camera will scan the serial code on the cart noting the time the cart was emptied. If no cart is located at the curb, the truck will take a photo/video to show that no service was able to be provided at that location.
• KBPW hopes to obtain a grapple truck to provide large item removal. We do not have a date for when this service will be provided but plan to in the future. In the meantime, customers can take their large items to the transfer station (information below) or the city’s compost, both are available to the public.
Pickup Procedures:
• We ask that rollout carts be placed at the curb before 6:00 a.m. on the day of scheduled pickup to ensure that your cart is ready when our trucks begin their routes.
o Per current city ordinance, carts can be set out at 4PM the day before pickup and should be moved withing 12 hours after pickup.
• Cart placement:
o Wheels face the residence (see the arrow on the top of the cart lid)
o Be within three (3) feet of the curb or edge of the roadway
o Be clear from all obstructions-mailboxes, utility poles, cars, other carts, etc.
• Customers who need assistance with rollout cart service can provide a letter from their primary medical healthcare provider (on official letterhead) to our office, stating the customer’s full name, address, the medical necessity for the need for assistance, and the time frame the assistance will be needed. This letter can be faxed, emailed, or physically delivered to our office. Carts will need to be placed in a visible and easily accessible area if assistance accommodation is approved.
• Trash must be secured in bags inside the rollout cart.
• Carboard that is broken down and placed inside bags in the rollout cart will be picked up.
• No trash on top of or around rollout carts will be picked up.
o During the holiday season we understand that most households will have a higher than usual amount of residential waste. For this reason, temporary exceptions to our rules regarding waste outside of carts will be given within reason. This will only apply to the first scheduled pick up following the Thanksgiving and Christmas holidays. Rules regarding the disposal of yard waste, hazardous waste, and other prohibited items will still apply.
• Do not use a bungee cord to secure the lid.
• No hazardous materials, construction debris, tires, hot coals/ashes, or yard waste.
Routes & Holiday Schedule:
• Monday-Friday route schedules and maps are available on our website, kbpw.net/sanitation. If you have any questions, feel free to contact our office at 573-888-5366.
• KBPW has 11 observed holidays. During those times, the Sanitation Holiday Schedule will be followed and will be available on our website and social media reminders will be shared.

o If a holiday falls on a Monday, service will be completed on Tuesday.
o Holidays that fall on Tuesday through Friday will be serviced the day before the holiday.
• Route delays due to inclement weather that prevents the safe operation of our route trucks will be posted on our social media and webpages.

Transfer Station: Currently NOT OPEN. Open date is TBD.
• The transfer station is open to the public.
• Located at 18612 County Road 508, Kennett (next to the City Compost).
• Operating Hours:
o Monday through Friday from 7:30 AM to 3:00 PM.
o Closed on KBPW observed holidays.
o Closed when the Landfill closes due to inclement weather.
• Items accepted include non-hazardous household waste, construction waste, appliances, tires, and other bulky items.
• General waste and appliance fees:
o $20 for up to 380 lbs. (prorated above this weight)
o $105 per ton, General Public
o $70 per ton, Commercial Haulers
• Tires:
o $5 – Car, ATV, and Light Truck tires
o $15 – Semi Truck and Front Tractor tires
o $25 – Super Single tires
o $50 – Rear Tractor tires
o $50 + a processing fee – Large Tractor and Industrial tires
Other Information:
• The City of Kennett does have ordinances that relate to sanitation that may result in their Code Enforcement applying tickets and/or fines for violation of those ordinances. KBPW does not have any ticketing or fining authority for sanitation services. Visit the City’s website for a full list of city ordinances, cityofkennettmo.com. All questions regarding enforcement, violations, and penalties should be referred to the Code Enforcement office via City Hall.
• Per the city ordinances, KBPW will be the only licensed provider allowed to operate residential sanitation waste services in the city limits of Kennett.
• Yard waste is accepted at the city operated Compost. This service is provided by the Street Department.
• Every residential service location, inside the city limits, with an active electric meter will receive a single cart sanitation charge. Additional cart fees would also apply.
• Customers may choose not to utilize the service being provided by not placing their rollout cart in front of their residence. However, the customer will still be billed the full amount, $18.95 per month, as KBPW is instructed to do by the city ordinances.
• The original estimate to provide residential trash services was approximately $16-17 per month. However, it was noted at the time that this was in 2023 cost estimates. Due to the rise in inflation and increased construction costs over the last two years, we regret that we were unable to meet the original estimates.
Sanitation
KBPW Sanitation Department is excited to provide residential solid waste pick-up to over 4,000 residences within the city limits of Kennett beginning in November 2025.
Each eligible residence will receive one (1) 96-Gallon Black and Gold rollout cart for residential trash services.

PRICING
Single Cart- $18.95/Month
Additional Cart- $10.00/ Month
- Amount will be billed to your KBPW Utility Bill.

CART INFORMATION
Each customer will receive one cart, but additional carts can be requested for an additional monthly fee.
Additional Cart Fee $10.00 per month
Each cart will be serial coded to the location, and removal from the assigned location is prohibited and could result in monetary penalties.
Alteration or modification of carts is prohibited. (Removal of lid, drilling holes, painting or otherwise changing the appearance or structural integrity of the cart.)
Customers are responsible for the upkeep of the cart. Keeping a clean cart will keep odor and pest problems at bay. The customer will be responsible for any damages beyond “normal wear and tear.” If there is damage from “normal wear and tear,” please contact the Sanitation Department, and we will provide a new cart free of charge.
Carts should be placed, with the wheels facing your home, within 3 feet of the curb or edge of roadway, and away from obstructions such as mailboxes, power poles, bushes, vehicles, or any other objects that will prevent the refuse truck operator from picking up the cart using the automated arm.
If a cart is inaccessible for the driver, that cart will be skipped for pickup, so it is imperative that the cart be in an accessible location to prevent violations of city ordinance or disruption in waste services.
COLLECTION BASICS
Customers will receive one (1) 96-Gallon black and gold cart for collection of residential waste once a week.
Carts will need to be placed where they are accessible to the automated truck arm, no sooner than 4 p.m. the day before the scheduled pickup day and removed from the curb as soon as possible the day of the scheduled pickup day. Only RESIDENTIAL waste is to be placed in the cart, and the lid must close on the cart for it to be picked up. No electronics, ashes/coals, or hazardous waste are to be placed in the cart. All residential waste needs to be bagged before being placed in the cart.
Assisted Pickup for Residential Sanitation Customers
Customers who are unable to take their rollout cart to the curb for weekly pickup will need to provide a letter from their primary care provider on official letterhead stating the customer is unable to do such. This letter will need to include the customer’s address and full name, and can be brought to our office at 303 S Anthony Street, emailed to sanitation@kbpw.org, or faxed to (573) 264-7627.
COLLECTION RULES
- All residential waste must be placed in a tied bag to prevent litter during pick-up.
- The lid of the waste cart must be able to close for the cart to be picked up.
- Only KBPW assigned waste carts will be collected by the Sanitation Department.
- No objects or waste should be placed on top of or around the waste cart; violations will result in fines from City Code Enforcement and penalties.
- Large Items and Appliances will need to be taken to the KBPW Transfer Station for disposal.
- NO HAZARDOUS WASTE ITEMS ARE TO BE PLACED IN KBPW WASTE CARTS.

- No lawn waste, construction waste, and/or hot ashes/coals are permitted to be placed in the KBPW Rollout Carts.
Transfer Station
KBPW will begin operating a solid waste transfer station that will be open to the public in the coming months. This facility will allow bulky residential items and construction debris to be disposed of locally. The transfer station will be located at 18612 County Road 508, directly east of the City of Kennett Compost.
